Here is an example of how use unicode hebrew in latex (resulting pdf). You need xetex to latex it (its a unicode extension to tex). XeTeX is available as a package in debian/ubuntu. One can only hope that at some point tex would become natively unicode compliant.

Update: luatex looks very promising. It is not quite there yet, but it supports utf8 natively. In any case, at some point it would replace pdfTeX.
